To track developments over the next two years in other OGP member states towards establishing a publicly accessible register of beneficial ownership of enterprises operating in their country, and make recommendations to the next New Zealand National Action Plan.

This proposal addresses the OGP Values of: Transparency, access to information, civic participation, and improving public accountability. The latest UK set of OGP Goals has the establishment of a register of beneficial owners of enterprises at the top of their list, along with stepping stones and timelines for its implementation.

Why the contribution is important

The UK has committed in its OGP plans to progressive implementation of a register of beneficial ownership of enterprises, and several other OGP member states are making progress in the same direction.

This commitment recognises that tax avoidance by international for-profits operating in any country such as the UK or NZ seriously undermines the tax base - negatively affecting the ability to pay for the health and education of citizens at the same time as drawing from a healthy and educated workforce.

This is clearly unsustainable for countries in the near term, and for the multi-nationals in the longer term, as fewer countries become able to afford the education and wellness that citizens and employers demand.
