To explore strengthening citizen participation in regional and local government

Hui E! Proposal 4

To explore, during the 2016-18 NAP period, jointly between central government, local government and civil society, the ways in which citizens and civil society’s rights to “take part in the conduct of public affairs” can be strengthened in relation to regional and local government matters.

This proposal addresses the OGP Values of: Access to information, civic participation, and improving public accountability. The OGP Global organisation is currently supporting ‘sub-national’ projects in 3 countries.

Why the contribution is important

Strengthening democratic participation at the regional and local levels is just as important as at the national level. This is about more than just voting on polling day.

    "Strengthening democratic participation at the regional and local levels is just as important as at the national level" - maybe more important, as local government often lacks the resources of national government and involving the public in a positive, informed way could help fill the missing gaps. To take a mundane local example; a sewer collapsed when sheet piling was happening nearby. If records had been readily available, it's more likely that staff or public would have noticed that a section of sewer was old and had never been CCTV checked. Significant expense and pollution would have been avoided.
