To adopt the IAP2 core values for public participation


  • For the Government to adopt the International Association of Public Participation (IAP2) core values to guide all public participation activities.
  • For the Department of Prime Minister and Cabinet to take the lead in educating agencies on IAP2 core values.
  • For the Government to require all agencies to demonstrate their commitment to and implementation of these core values within a two year period.


As an international leader in public participation, IAP2 has developed the Core Values for use in the development and delivery of effective public participation processes.

The purpose of these core values is to help make better decisions which reflect the interests and concerns of potentially affected people and entities.

Many central, regional and territorial authorities in New Zealand are already members of IAP2 Australasia and have put some staff through IAP2 training. This is a foundation that can realistically be built on and integrated in the short and medium term to achieve better government / public relationships.

Core Values for the Practice of Public Participation

  1. Public participation is based on the belief that those who are affected by a decision have a right to be involved in the decision-making process.
  2. Public participation includes the promise that the public's contribution will influence the decision.
  3. Public participation promotes sustainable decisions by recognizing and communicating the needs and interests of all participants, including decision makers.
  4. Public participation seeks out and facilitates the involvement of those potentially affected by or interested in a decision.
  5. Public participation seeks input from participants in designing how they participate.
  6. Public participation provides participants with the information they need to participate in a meaningful way.
  7. Public participation communicates to participants how their input affected the decision.



Why the contribution is important

This action will support the Open Government Partnership NZ challenges of:

  • Improving Public Services
  • Increasing Public Integrity measures, and
  • Increasing Corporate Accountability.

Adoption of IAP2 core values and embedding them will give New Zealand government bodies a consistent framework to help plan and implement activities that affect communities and other stakeholders.

It will help improve relationships between government agencies and their ‘publics’, giving communities and other stakeholders greater levels of assurance around being informed, consulted with and involved in activities in a pertinent fashion.

This is a timely opportunity because:

  • There is an increasing democratic expectation from individuals and groups to know about and actively take part in public decision-making, and
  • Contemporary technology and media enables greater participation and shared ideas.
