That government publicly affirm the right of civil society organisations to speak out on issues

Hui E! Proposal 5

To develop and publish a statement that affirms government’s commitment to the right of civil society groups, and citizens, to speak freely on issues without interference through law or practice from the government or its agencies, including funders and contracting bodies.

This proposal addresses the OGP Values of: Transparency, civic participation, and improving public accountability.

Why the contribution is important

In a recent survey by Hui E! one third of the community organisations that responded said they are afraid to speak out on issues that affect the communities they serve, for fear of reprisals from government.

This may mean cuts in funding, which then negatively affects the people who depend on the organisation's services.

It can happen even when government only contributes part of the necessary funding, and it can happen when a Minister or Department exploits the power imbalance to create negative media about the organisation, which destroys its ability to fundraise.
