Freedom of speech, association and protest.

To develop, and publish and implement a statement and policy measures that affirm government’s commitment to the right of civil society groups, members of the public, researchers and academics  and public servants citizens, to speak  and to protest freely on issues (subject to personal privacy matters) and without interference through law or practice from the government or its agencies, including employers, funders and contracting bodies.
