    There seems to me to be a fundamental mis-match between the concepts of the EAP and the MSF, which make designating the EAP as our MSF a fudge. How can experts in any sense be representative of multistakeholders? As I commented on another suggestion here, re-think the MSF as an independent body making decisions jointly with the PSC on NAP4, and not just as another advisory body. There are plenty of suggestions of how this might be done in the Multi-Stakeholder Forum Handbook of the OGP, which could be adapted so as to include Māori and youth elements in a re-formed and re-purposed MSF.

    Also, the minutes of the meetings of the EAP do not convey much detail of what was discussed. The minutes could be made much more informative so that it becomes evident what the EAP is actually doing.
