In the media world the hubmaster has been called a community manager for a long time now. I guess this comes down to how proactive the ogp secretariats, and their peers in each country, want to be. https://blog.hubspot.com/[…]/great-community-management-tips
There are plenty of examples of communities that would be interested a National basis. e.g. https://digitalidentity.nz/about/
But the trouble we have is that every COP is global these days, and we see so little collaboration between National/regional gov community managers in (at least a few) different countries.
Mind you, this suggestion has been made for years. Seems OUTREACH isn't in any National lingo.
